Veterans Village of San Diego will provide services to any Non-Custodial Parent currently enrolled
in a program operated by or affiliated with VVSD.
The program is
targeted to homeless veterans who have been living on the streets, in emergency
shelters, sober housing or primary care facilities. Homeless veterans will
only be allowed to participate in the program if they have or are currently
addressing other issues such as medial, substance abuse and/or psychological
needs. All clients being enrolled in the Non-Custodial Parent Program will
be in some form of case-management before being enrolled.
We have found
that many homeless veterans that obtain work do so by working under the table.
The average salary of these veterans working under the table is $7.00 - $9.00
per hour. The primary reason given for working under the table is to prevent
the District Attorney from garnishing what little money that individual is
making. Many of these veterans would like to resolve this financial problem
by obtaining legitimate work, but with the cost of rent, the amount that is
owed by the homeless veteran in child support and the amount being taken by
the District Attorney owed in arrears, many of them find that they can't even
provide for themselves.
This program is designed to help homeless veterans clean up the wreckage of their past
and move forward with re-connecting with their children. It will also allow
the homeless veterans an opportunity to better themselves while taking financial
responsibility without the fear of having the majority of their check garnished.
The Non-Custodial Parent Program is being modeled after the "Father's
Program" a similar program that is successfully operated in Los Angeles.
The program will provide a variety of supportive services, such as information
and referrals, life skill training, money management, assistance with credit
repair and employment/training opportunities to assist program participants
reach self-sufficiency.
The program foster
the development and acceptance of individual responsibility by its participants
while offering them the opportunity to become re-educated and trained in specific
skills placing them on a variety of career paths. This is achieved by providing
drug and alcohol relapse prevention, career planning, anger management and
parental education classes.
